Origin OF PICME REGISTRATION
PICME was introduced under the˜E-health Initiatives in Tamil Nadu. Pregnancy and Infant Cohort Monitoring and Evaluation, popularly called as PICME software started on 1st April 2008 in rural & urban area from 2011.
Now, Government of Tamil Nadu has made picme number registration online mandatory for all pregnant ladies and to give RCH ID (Reproductive and Child Health) for registration of births. The entire process can also be stated as ‘Pre-Registration of Pregnancie.
This picme pre registration scheme comes under the National Health Mission, Tamil Nadu and a campaign of the Public Health Department. PICME is a 12-digit number.
Why PICME is important?
The main objective of this initiative is to ensure that all pregnant population in Tamil Nadu should receive due medical care and if there is any problem affecting the development of the baby; then it should be screened & treated immediately, as per the requirement.
Now, the Government of Tamil Nadu has made it compulsory to register all pregnancies and to give RCH ID for registration of births. Even if the mother does not have RCH ID at the time of delivery, she must register immediately at least after delivery and submit the RCH ID to the hospital concerned. So, without RCH ID, one cannot get birth certificate.
A birth certificate will be issued only on the production of your PICME/RCH ID. A simple logic behind this Pre-Pregnancy registration is to track the journey of an embryo to a healthy new born.
RCH ID will be issued by the Village Health Nurse / Urban Health Nurse can give RCH ID. It depends on the area and availability of Village Health Nurse / Urban Health Nurse. Normally it will be issued within 1 month.

Process for PICME Registration
PICME Registration process is quite simple & hassle-free process.
- Login to PICME Government website- https://picme.tn.gov.in/
- You will see the ‘Pre-registration by Public tab on the right side of the screen. Click on it
- Fill in your PICME number details as required
- Select the correct District and enter your pin-code
- Select a suitable time to visit your Village Health Nurse
- Lastly, enter your contact details and click to generate OTP
- Enter the OTP and click ‘Save’
- Now, your online registration process is completed
- You will now receive a 12-digit RCH ID
- This ID will be used to generate username and password

Check Application Status of Picme Registration.
- To check your application status, visit the same government website
- Go to the pre-registration by public tab
- Go to the Menu Bar, and Click on ˜Pre-registration by Public tab
- Go to the Menu Bar, and click on Pre-registration Application ID status from the menu bar.
- Enter your Application ID and click on the˜Submit button
Get Financial Help from Dr MuthuLakshmi Reddy Maternity Benefit Scheme
Women under the PICME scheme can take advantage of financial help under the Dr Muthulakshmi Reddy Maternity Benefit Scheme. This scheme is a big advantage for new mothers to make things easier. As per the scheme, financial assistance of up to an amount of INR 12000 is provided for expecting mothers.
The disbursement of money is as follows:
- During the 7th month, mothers can receive up to Rs. 4000 as the first instalment
- The second instalment of Rs. 4000 is provided right after the delivery
- To help the boost vaccination, the third instalment of Rs. 4000 is given after the child receives his/her third booster for the DPT, Hepatitis and Polio Vaccine

So, the Government of Tamil Nadu is protecting the life of all the pregnant ladies to protect their new borns, under the PICME scheme. The Registration process is very easy for every rural and urban mother. Once you PICME number verification, the nurse will give you a green health card. This green health card must be given to the hospital during the delivery time, then the hospital will forward the details about the baby birth to the concerned municipal office. Municipal office will contact you via call, once your baby certificate is ready to issue. It might be possible that you need to visit the office physically to provide the name to be in the birth certificate.
