In a bid to safeguard the interests of the 'girl child' in India and bring about a change in the general attitude and mindset among the masses the Government of India has launched numerous schemes for girl child resulting in a better social status for them. The schemes introduced by the Central Government may be utilized by the girl child herself and her parents in any part of the country. The State Government to have contributed greatly in this endeavor of the Central Government by introducing government schemes for girl child to safeguard the girl child in their state. However, these schemes launched by the State are only for the betterment of the people of the State where they are launched and can be utilized in the State only.

CENTRAL GOVERNMENT SCHEMES

These schemes are for the people of India, irrespective of where they live. Here we have the top schemes by the Central Government for the upliftment of the Girl Child. The Schemes are as follows:

  3. Balika Samriddhi Yojana
  4. CBSE Udaan Scheme
  5. National Scheme of Incentive to Girls for Secondary Education

1. BETI BACHAO BETI PADHAO

No immediate transfer of cash required.

The scheme meaning to Save the Girl Child, Educate the Girl child, was launched by Prime Minister Narendra Modi, on 22nd January 2015 with initial funding of ₹100 crores to create an awareness and a better environment for the Girl-child in India. The alarming disproportion in the sex ratio in certain states in India led the Government of India to launch this scheme. It is the much-required step for the eradication of female feticide in the country.

Objectives

  • Eradication of female feticide (abortions based on gender)
  • To bring about a balance in the Child Sex Ratio(CSR)
  • Protection of the Girl Child by ensuring survival especially at infancy
  • Elimination of discrimination based on Gender(ensuring equal rights)
  • Conducive environment for growth and better educational facilities.
  • Support to the girl child in the inheritance of property.

Eligibility

To apply for this scheme schemes for girl child, a family must,

  • Have a girl child who is below 10 years of age
  • Sukanya Samriddhi Account (SSA) must be opened in the name of the girl child in a bank of your choice.
  • The residential status of the girl child must be a resident of India and not NRI(Non-Resident-Indian)

Application Procedure

To apply for the girl child scheme, follow the followings steps.

  •  Visit the nearest post office or bank where the scheme is available
  •  Request and fill the form for BBP/SSA
  •  Fill up the form and submit it with the specified documents

Supporting Documents

Documents to be submitted along with the application form

  • Birth Certificate of the Girl child, issued by the hospital of birth or any recognized government body
  • Proof of Parents Identity 9 Aadhaar Card, Ration Card, or such others.
  • Proof of Residence- Passport, Driving license, Utility bills(water, telephone, electricity)
  • Passport size photograph
  • The form and documents must be submitted in the same bank where an (SSA) account has been opened in the name of the girl child.

It must be noted that the account may be transferred from one bank or post office to another as per convenience.

  • Firstly, the young married couples, especially pregnant mothers and parents of a Girl Child who is below age 10
  • Secondly, the youth of India, the medical personnel, senior members of the family and diagnostic centres.

2. SUKANYA SAMRIDHI YOJANA

Sukanya Samriddhi Yojana, the meaning of which is a plan for the prosperity of a beautiful maiden, true to its name is an exclusive Government-backed savings scheme that promotes investment in the name of the girl child, who is the first holder, holding the account jointly with her parents or legal guardians.

Mission

Mission of this govt schemes for girl child is to Bright future of the girl child.

Features

  • Higher rate of interest (7.6%) and is fully exempted from Income Tax under section 80C.
  • A minimum of ₹250 may be invested in one financial year, failing with a penalty of ₹50 will be imposed.
  • A maximum amount of up to ₹1, 50,000 may be invested in one financial year.
  • Investments may be made every year up to the 14th year of opening of the account
  • The account mature in 21 years from the date of opening of the account, provided that the account holder is single (not married) until then. If the account holder gets married before the completion of the said period the operation of the same will not be permitted.
  • A passbook will be issued to the account holder.

Withdrawal Policy

  • Money may be withdrawn partially only after the account holder is of 18 years of age, for the expenditure involved in higher education or marriage.
  • The account closes when the account holder is of 21 years of age or on the dated of her marriage, whichever is earlier.

Convenience in Investment

  • The amount may be invested online
  • The amount may be invested by transferring the same from an account that is linked.
  • Standing instructions will make automatic debit possible
  • Account may be viewed online anytime.

Terms and Conditions

  • Account must be opened before the girl child attains age 10
  • Two accounts cannot be opened in the name of the one girl child.
  • If the girl child is 9 years old at the time of opening the account, deposits will continue until she is 24. From age 24 to 30 that is when the same mature, interest will be earned on the balance.
  • Contributions to the accounts need to be made for 15 years from the date of opening of the account or the date of marriage whichever is earlier.
  • Maturity in 21 years.
  • The minimum amount to be invested is ₹250 and an amount up to ₹1, 50,000 may be invested in one financial year.
  • In case of irregularity in payment of the annual instalment a penalty of ₹50 may be levied, on the payment of which the account will be regularized. The required instalment amount must be paid along with the penalty amount.
  • In case of default in paying the annual amount, the entire amount deposited this far, will receive interest at the post office savings bank account rate. If the interest paid is in excess it will be reversed.
  • Interest is calculated every quarter based on government securities (G-sec) yields.
  • The account must be opened and operated by the parent or legal guardian for her until she attains age 10. After the girl child is 10 years old she can operate the account. it must be noted that the deposit, however, must be made by the parent or legal guardian.

Closing of Account Prematurely

  • The untimely death of the account holder results in the closure of the account. The death certificate of the girl child will have to be submitted.
  • The balance will be paid to the parent or legal guardian, inclusive of the interest calculated until the month preceding the month of closure of the account.
  • In other cases, a request for the closure of the SSY account may be made not before the completion of five years of the opening of the account. This facility may be availed only if the girl child is having a life-threatening sickness and can be used only for her medical expenses. The interest that will be paid will only be at the interest rate of a Post Office Savings Bank account.

Tax Benefits

  • The SSY has an exempt-exempt-exempt (EEE) status.
  • The deposits made annually qualify for Section 80C benefits
  • Non-taxable maturity benefits.

3. BALIKA SAMRIDHI YOJANA

Balika Samriddhi Yojana means a plan for the prosperity of a Girl Child and is propagated with the intent to mainly uplift the status of the below the poverty line girl Child and her mother. This scheme for girl child is partnered by the Integrated Child Development Services (ICDS) in rural areas and the Health Department functionaries in the urban areas.

Mission

  • Financial support to the girl child and her mother who are in the 'below the poverty line.
  • Better status in society
  • To give a right to the girl child to marry a little later in life.
  • For overall improvement in the living standards of a Girl Child
  • To encourage the girl child to have a better and higher education.

Features

  • Available to the Girl Child in urban as well as rural areas
  • A benefit of ₹500 is handed over to the mother of a newborn girl child.
  • Scholarship of ₹300 to ₹1000 from the beginning stages of her education up to her 10 standard.
  • Withdrawal available on the Girl Child attaining 18 years of age, the criteria being she remains unmarried until then.

Eligibility

  • The aid is given only to the mother of the newborn girl child only post-birth.
  • Available only to a girl child irrespective of her residence (urban or rural)
  • Date of birth of the Girl Child should be on or after 15th august 1997.
  • Only two daughter (Girl Child) can avail of the benefits of the scheme.

Application Procedure

  • Download the free application form, available on the women & child development website or
  • The application can be picked up in rural areas from Anganwadi workers and in urban areas from Health functionaries.
  • The form should be filled in detail
  • The form thus filled up must be submitted to the same or similar authorities from where the form was picked up.

Documents Required

  • The following documents should be submitted along with the application form.
  • Proof of identity of the Girl Child as well as her parents (Pan Card, aadhaar card, driving license, voter ID)
  • Proof of address of the Girl child and her parents or legal guardian (passport, aadhaar card, electricity bill, telephone bill, voter ID, ration card, driving license)
  • Birth Certificate of the Girl Child
  • Recent Passport Size Photographs
  • Income Certificate
  • School Admission Certificate
  • Final Examination Mark sheet
  • Bank Pass Book of Parents legal Guardians
  • Below Poverty line Certificate
  • Resident Certificate
  • Any other documents as may be required at the time of applying this scheme

Benefits

  • An amount of ₹500 is given as a grant at the birth of the girl child.
  • On starting her education she will receive a scholarship as follows:
    • Class 1-3 ₹300 per annum
    • Class 4 ₹500 per annum
    • Class 5 ₹600 per annum
    • Class 6-7 ₹700 per annum
    • Class 8 ₹800 per annum
    • Class 9-10 ₹1000 per annum

Terms & Conditions

  • To avail of the benefits under this schemes for a girl child, the candidates must adhere to the following:
  • The grant is transferred only to the account of the Girl Child.
  • To earn more returns, the beneficiary may also invest in Public Provident Fund or National Saving Certificate schemes.
  • The amount thus received may be used to pay the premium of the Bhagyashri Balika Kalyan Bima Yojana, provided it is taken in the name of the girl child.
  • The same may be used for other expenses incurred for her education (school uniform, books, etc.)
  • The amount may be withdrawn when the Girl Child is 18 years of age, provided that she is unmarried and the proof of the same is given from the authorized persons.
  • If the girl is given in marriage before she is 18 years of age, she will not be entitled to the scholarship amount. However, she will be entitled to receive the post-birth grant and interest thereof.
  • If the girl child dies before she is of 18 years of age, the total amount that her accounts contain can be withdrawn by her parents or legal guardian.

4. CBSE UDAAN SCHEME

The word 'Udaan' means flight and then the scheme intends to allow the Girl child to fly!

Administered by the Central Board of Secondary Education with the help of the Ministry of Human Resource Development, Government of India, the intent is to procure better opportunities for girls by giving them the required financial help to obtain their higher education from top technical and engineering colleges in India. The scheme works to provide deserving girls of class 11 the required study material both offline and online to prepare for the entrance exams.

Mission

  • Better learning experience for economically backward girls
  • Obtain a seat in the featured and prominent colleges of engineering and technology
  • Better preparation of deserving candidates for entrance exams.

Features

  • To provide free and easy to understand and learn study and reference material for young girls of the 11th and 12th standard.
  • To hold virtual weekend classes for young girls of 11th and 12th standard
  • Coaching in dealing with peers and guidance and mentoring for girls chosen for their merit.
  • To provide helpline services for an opportunity to clear their doubts
  • To monitor and track the progress of the student and to send feedback to the parents.

Eligibility

  • The young girls to be eligible for this scheme,
  • Must be a citizen and resident of India.
  • The core subjects opted for by the students should be a combination of Physics, chemistry and mathematics only in the 11th and 12th standard.
  • Must be studying in a CBSE affiliated school
  • The annual income of the family of the student must not exceed ₹ 6 lakhs.
  • Selection will only be on merit

Application Procedure

  • Visit the official site, get all instructions and information, and register
  • Registration is a four-step process consisting of filling up the form in detail.
  • On submission, a registration code will be generated and displayed on the computer screen and the same will be mailed to your ID.
  • Upload photograph and date of birth.
  • The application form may be downloaded and printed out along with the form of declaration.

  5. NATIONAL SCHEME INCENTIVE TO GIRLS FOR SECONDARY EDUCATION

The Department of School Education & Literacy, Ministry of Human Resource Development, Government of India manages and propagates the upliftment of young girls with the pan India scheme with the National Scheme of Incentive to girls for secondary education.

Mission

The schemes for girl child is exclusively for the benefit of young girls from the backward classes or tribes of India.

Eligibility

  • SC/ST girls who have cleared the class 8 examination or girls who do not belong to such classed but have cleared the class 8 examinations from Kasturba Gandhi Balika Vidyalayas.
  • Girls should be aged less than 16 years.
  • Married women and those who are enrolled for other Central Government schemes such as NVS, KVS and CBS cannot opt for benefits under this scheme.

Benefits

On selection, a fixed amount of ₹3000 is deposited in the name of the girl in an account in a public sector bank or post office which can be withdrawn inclusive of interest on her passing class 10 examinations or completes 18 years.

Application Procedure

  • Download the form from the National Scholarship portal or avail it from District Education Officers or Principals of the concerned schools in the form of a hardcopy.
  • The same may be filled up
  • The filled form must be verified by the principal and compiled in an excel sheet and submitted to District Education Officers.

6. DHANALAXMI SCHEME

The Government along with the Women and Child Development Organizationin India has launched the Dhanalakshmi scheme in a successful attempt to minimize female infanticide in India. The scheme aimed to value the life of a girl child and to view them as an asset. The scheme though no more existent has benefited more than 5000 girls who have received the cash incentives that this scheme offered.

Mission

  • Reduce and stop female infanticide cases.
  • Stop child marriage
  • Offering an attractive insurance cover to parents,
  • Encouragement to parents to educate their children
  • Covering certain medical expenses for newborn and infant baby girls.

Eligibility

  • A girl child born after November 8, 2008
  • Every girl child is eligible.
  • Every girl child, irrespective of the number of girls in the family,
  • The girl child must be an Indian resident.

Benefits

  • An initial cash incentive of Rs.5, 000.
  • For baby girls between the ages of 6 weeks to 24 months, an immunization cash incentive of Rs.1, 250 was given to cover the cost of immunizing their child in the backward states of India.
  • Covering the education costs of the girl child, from enrollment up to class 8. At the time of enrollment in school, parents were given a cash incentive of Rs.1, 000.
  • From class 1 – 5, a cash incentive of Rs.500 each year was given to the parents
  • For the secondary school education of the girl child, parents are given a cash incentive of Rs.750 every year.
  • A total amount of Rs.5, 750 was given as a cash incentive is given to the parents of the girl child up to class 8.
  • To prevent child marriage, the scheme offered parents an insurance cover of Rs.1 lakh as the girl attained 18 years provided that she wasn’t married.
  • The cash incentives were according to the age of the child. If at birth and infancy her parents received an immunization cash incentive too. But if the child was older then this incentive would be excluded.
